In a bowl, juice 1 lemon and 1 orange. Add olive oil, sugar, Italian seasoning, salt, pepper, onion powder, paprika and pepper flakes. Whisk together until well combined.
Add chicken to a casserole dish. Pour marinade over the chicken and brush marinade all over the chicken so that it's evenly coated.
Slice remaining lemon and orange and also slice the red onion. Arrange over top of the chicken. Top with sprigs of fresh rosemary and thyme.
Bake covered for 1 hour then remove the foil and bake 1 additional hour until the meat is fall off the bone tender and the skin is nicely brown. Remove citrus, onions and herbs from the top before serving.
